Is Pac-Man Faster Than The Ghosts?

Pac-Man is not simply faster than the ghosts in every situation. On the original arcade game, he often feels faster because he can turn corners more cleanly, use tunnels to his advantage, and get a short boost from power pellets. The biggest exception is Blinky, who can later speed up in Cruise Elroy mode.
